Arghyam
ELRS completed a project on “Water Law Reforms – Dissemination and Capacity Building and Drinking Water and Sanitation – Further Understanding of Ongoing Reforms and Capacity Building” (2009-12) with financial assistance from Arghyam, a public charitable foundation based in Bangalore. The project focused on law and policy framework in India related to water and sanitation. As part of this project, ELRS published a booklet on law and policies related to water and sanitation in India, and a compilation of law and policy instruments on water and sanitation in India and policy papers on selected key issues related to water and sanitation. |

The Government of Rajasthan
The Government of Rajasthan (GoR) and European Union (EU) are implementing the State Partnership Programme (SPP) in the water sector since 2007, which seeks to address the pressing issue of water shortage in the State. PDCOR Limited, Jaipur (a company jointly promoted by the Government of Rajasthan (GoR) and Infrastructure Leasing & Financial Services Limited (IL&FS)) has been engaged to carry out review and revision of existing water laws as part of the SPP. PDCOR Limited, Jaipur has engaged ELRS for the project “Preparation of Comprehensive Water Law (Review of Existing Water Bills and Drafting of New Bills on Water Resources) for the State of Rajasthan”.

The Forum for Policy Dialogue on Water Conflicts in India (Forum)
The Forum for Policy Dialogue on Water Conflicts in India (Forum) is a network of individuals and organisations who are interested in engaging with water conflicts in India. ELRS closely collaborates with the Forum on issues relating to the legal aspects of water and sanitation. ELRS has been providing legal expertise to Forum on right to water and sanitation for the past few years. ELRS and Forum also associate with each other in organising workshops and seminars on water and sanitation. |

The South Asia Consortium for Interdisciplinary Water Resources Studies (SaciWaters)
ELRS collaborated with SaciWaters in organising an international workshop on ‘Water and Rights’ in January 2010 in Kathmandu, Nepal. ELRS developed the concept note and session plans including the work of identifying resource persons for the workshop. ELRS’ associating with SaciWaters continues in terms of frequent interaction, for instance on issues relating to water quality. |

Government of India
ELRS uses every available opportunity to provide input to the law and policy making process. ELRS and its researchers worked with the Planning Commission of India as part of a Working Group on Water Governance for the twelfth five year plan (2012-2017). This working group has drafted three key water law instruments in 2011 – Draft National Water Framework Law, Model Bill for State Water Regulatory Authority Act, Draft Model Bill for the Conservation, Protection and Regulation of Groundwater. |

Universities and Research Institutes
ELRS researchers teach courses on environmental law, water law and law relating to natural resources to undergraduate and postgraduate students of different institutions in India. ELRS also works in collaboration with educational institutions to develop course on law relating to water and sanitation. In the last few years ELRS researchers taught courses on environmental law and water to students of different institutions such as the National Law University Delhi (NLUD), TERI University and the Indian Society of International law (ISIL). |
